DUHS VC appointment tussle

The governor of Sindh, Dr. Ishratul Ibad is not willing to appoint Prof. Dr. Saeed Qureshi as the next vice chancellor of Dow University of Health Sciences. Dr Queshi’s name had sanctioned by CM Sindh, Qaim Ali Shah, who forwarded the name second time for nominations. According to the sources of chief minister, Dr. Queshi is the most suitable among candidates for the post of vice chancellor.

Chief Minister’s secretary for education boards and universities, Iqbal Durrani has said that CM office had forwarded a summary regarding the appointment of Dr Qureshi as Vice chancellor of DUHS.

The governor officer administration, however, denied any receiving of summary. They said that when the case will come to us, the governor will look into the matter according to the rules and regulations.

DUHS, the largest medical university in country, is working without the head since September 2015, when Prof. Dr. Masood Hameed, who has also worked as the one of founding members, had retired from the post of vice chancellor after serving the university in two consecutive terms. After the retirement of Dr Hameed, the appointment of new VC has become a new tussle between two authorities of Sindh; governor and CM Sindh.

The Sindh universities act 2013 says that chief minister has to send the nominations to the governor for the potential candidates as the vice chancellors appointment tin universities. After the submission of names in Sindh governor office, the required notification is published.

Last year on October 2nd, the chief minister had sent the names of potential candidates but the governor did not approve and issued the notification of Dr. Naushad Sheikh as the vice chancellor. The notification was than challenged in Sindh high court by Pakistan medical association after which the governor had to withdraw the notification.

After withdrawing of notification, the petition of PMA was cancelled. The governor after some days again re issued the notification and made his recommended person as VC of DUHS.
The petition filed again the notification and since then the matter is hanged between the different authorities of provincial government.

Dr. Saeed Qureshi is the medical superintendent of Civil hospital Karachi and recommended by CM for the post but the governor does not ready to appoint him on the ground that he has remained unsuccessful to built new 6 billion rupees trauma centre which shows that he is a poor administrator and can’t manage the affairs at higher level.

Governor wants to appoint Dr. Naushad Sheikh, who is said to be his friend. However, the appointment is likely to be in favor of Prof. Umer Farooq, the pro vice chancellor of DUHS.
